
Background
Presented by Captain Patrick Joseph, UIRTUS Marine Services is a balanced combination of seagoing, supervisory, policy, technical and legal expertise. Patrick is a leader in marine oil and gas transportation, with a proven record of safety and operational excellence. As well as vessel command, his first 25 years in the industry involved advising on risk management for H&M underwriters and leading in claims management. Patrick has also conducted carriage contract reviews and organised P&I and other specialist covers for vessels. This was followed by investigations, recovery and policy advice for the IOPC Funds. Latterly, he has led the marine and terminal safety and hazard protocol implementation and monitoring for an oil major. Most recently, Patrick led the further development of vetting and operational compliance for the global chartered fleet of an Oil Major carrying out some 6500 oil and gas voyages annually.
This involved multiple risk assessments and detailed management of change. He also provided thought leadership in creating, applying and reviewing operational clearances and marine assurance systems for owned and chartered tankers and bulk carriers. Patrick has selected, trained and mentored large and diverse teams worldwide in tackling maritime safety issues and progressing change initiatives. This led to the delivery of world-class marine assurance systems. With his LLM (Legal Aspects of Marine Affairs) he has led internal lawyers and external advisors in numerous development projects and recovery actions. Patrick has also been instrumental in the work done by the Oil Companies Industry Marine Forum (OCIMF) through its General Purpose Committee where he completed a 3-year tenure as Chairman.
